Bay Bombers can pick, we set a precedent when one owner (name escapes me right now) tried to pick David Price earlier in this draft. Phils can jump back in with his pick at anytime, but the rules on who can and can't be draft are clear.

I assumed it is 50innings because 50 innings is the real rookie limit and that's what most league use.
